Division profile
The Market Operations & Payments Division (MO&P) consists of two departments: Market Operations and Payments. The Market Operations Department is responsible for managing the foreign exchange reserves of the Countries and the local and international investments of the CBCS. The Department also oversees the issuance of bonds by the Governments of Curaçao and Sint Maarten, manages the registration of outstanding bonds and handles the settlements. The Department implements the monetary policy of the CBCS in cooperation with the Payments Department. The Payments Department is responsible for managing the national payments system (IP-CSM, RTGS and ACH). It also executes payments on behalf of the CBCS. Finally, the department conducts research in the field of payments and ensures that the systems meet international standards.
The CBCS participates in the World Bank's RAMP program, through which the Market Operations Department receives technical assistance and training.
Your profile
The Portfolio manager invests in the public markets within the risk parameters and limits as defined by the Investment Policy, with the objective to deliver the benchmark performance and, if possible, additional return. The Portfolio manager also contributes to the market operation activities.
Responsibilities
- Reserves management
- Researches the money/rates market and bond markets, identifies opportunities to outperform the benchmarks and makes considered decisions on taking active risk positions on spread (credit/liquidity risk) and duration/curve (market risk) in accordance with the risk budget;
- Independently manages the execution of the portfolios’ related transactions efficiently and without error, ensuring adherence to all limits and risk management requirements, both to rebalance portfolios and to take active risk positions targeting outperformance;
- Maintain counterparty relationships ensuring up to date knowledge of market developments and new investment products, and communicate on such to local and senior management;
- Presents, reports and substantiates its portfolio performance to the Division Manager and other senior stakeholders to ensure that all are informed on developments in the portfolio;
- Models and designs portfolio return and risk forecasts;
- Provides (un)solicited advice on investment strategies in gold, foreign exchange trading, local investments and liquidity management;
- Provides advice on the Strategic Asset Allocation and Tactical Asset Allocation;
- Proactively monitors the composition and performance of the externally managed portfolios;
- Provides recommendations on the optimization of the externally managed portfolios;
- Maintains relationships with external portfolio managers;
- Provides relevant skills transfer to the Treasury team members to ensure that the necessary skills, competencies, and knowledge are being developed and leveraged across the department.
Market operations
Contributes to the recommendations for the implementation of monetary policy;
Implements approved monetary policy tools including certificates of deposits, time deposits and open market operations;
Performs facilitating activities in the context of the government taking out long-term loans;
Contributes to recommendations and support on the development of the local money and capital markets.
Requirements
- A master’s degree or equivalent in economics, finance, business administration or a related discipline;
- A formal qualification such as the CFA charter or willingness to acquire;
- Minimum 5 years of professional experience preferably in Financial Markets / Asset Management, with a focus on fixed income;
- Proven ability to draft notes and comments on financial market developments and deliver presentations on complex issues in a clear manner;
- Experience or affinity with trading of fixed income products;
- Experience or affinity with applying quantitative methods and tools of relevance to investment activities;
- Knowledge of MS Office (with a focus in Excel) and Bloomberg;
- Good command of English and Dutch, Papiamentu is a plus.
